NIH permits applicants whose applications fall within a certain percentile or priority score range and are possibly fundable to submit certain additional information that is needed to make an award but is not required with an original application. Applicants cannot submit Just-in-Time information until specifically requested by NIH. Typically, NIH requests the following information:

1. updated information on other support;

2. if human subjects are involved, IRB approval date and assurance number;

3. if vertebrate animals are involved, IACUC approval date and assurance number; and

4. if human subjects are involved, a certification that all individuals listed as Key Personnel in the grant application have completed an educational program on the protection of human subjects.

The Just-in-Time feature permits a "Signing Official" (i.e., a project officer in SPA) to electronically submit the additional information through eRA Commons. In addition, PIs can upload Just-in-Time information into the Commons for the Signing Official to submit.

Note that Just-in-Time notification is not a guarantee that an award will be made and only indicates that your application is being considered for funding.

Keep in mind when submitting other support information that the NIH Institutes & Centers (IC) scientific program and grants management staff will review such information before an award is made to ensure the following:

  • Sufficient levels of effort are committed to the project.
  • There is no scientific, budgetary or commitment overlap.
    • Scientific overlap occurs when (a) substantially the same research is proposed in more than one application or is submitted to two or more funding sources for review and funding consideration or (b) a specific research objective and the research design for accomplishing the objective are the same or closely related in two or more applications or awards, regardless of the funding source.
    • Budgetary overlap occurs when duplicate or equivalent budgetary items (e.g., equipment, salaries) are requested in an application but already are provided by another source.
    • Commitment overlap occurs when an individual's time commitment exceeds 100 %, whether or not salary support is requested in the application.

Overlap, whether scientific, budgetary, or commitment of an individual's effort greater than 100 %, is not permitted. Any overlap will be resolved by the IC with the applicant and the PI at the time of award.

  • Only funds necessary to the approved project are included in the award.
